Grrrr... I just realized the short description on this bug doesn't match the expanded description very well. To clarify, the Firefox theme shows up on both the Popular Themes listing for Thunderbird, *and* is returned as a result if a search for the word "breeze" is performed.
It is found because one of the old (public) versions supported Thunderbird: Look at https://addons.mozilla.org/en-US/thunderbird/addons/versions/439 and there version 1.5.
