37733 - Crash on clicking on New Msg

Description

Win32 (2000-05-01-09 M16)
In today's build, launching browser crashes, see bug 
Steps:
1. Launch Messenger using the -mail option
2. Click on New Msg button
 
Actual result: Crash Application
Expected result: Should not crash

This occurs on Win32 build
Linux build works fine.
Mac build is not available yet

this and 37729 are all dups of the same crash. I suspect QA is going to need to
wait for the respins before being able to do legitimate testing as anything that
requires an editore field (url bar, compose window, etc) crashes when you try to
bring it up.
