When saving a html page containing ä, the UTF-8 encoding for ä is used instead, which will render incorrectly when the saved page is displayed, and is not proper html as I understand it.

Reproducible: Always

Steps to Reproduce:
1. Open html page containing ä
2. Save page as...
3. Open saved copy of the page.
Actual Results:  
ä has been replaced with the UTF-8 encoding of ä.

Expected Results:  
ä should be preserved.
Status: UNCONFIRMED → RESOLVED
