I expect to be able to switch tabs with ctrl+pageup/pagedown regardless of what's got focus on the current page. However, when a text input has focus, sometimes pressing ctrl+pageup or ctrl+pagedown pops up the history selector for that input field rather than switching tabs. The tab navigation should trump the history navigation but doesn't. Very annoying.

Reproducible: Sometimes

Steps to Reproduce:
1. Go to a page like google.com with a text input field.
2. Do a submit with bogus data to create a history for the input.
3. Start again... click the input to focus, then try changing tabs with ctrl+pageup.
Actual Results:  
First attempt, changed tabs ok. Second attempt, history selector popped up and stayed on the same tab.

Expected Results:  
Change tabs.

Was also able to reproduce the bug on winxp+firefox, so I am guessing it's not a platform dependent issue.
