The menus (general menu problem as far as i can see) hangs, or rather loops 
between two menu options if you do the foolowing:  

Reproducible: Always
Steps to Reproduce:
1. Choose 'View'->'Character Coding'
2. Choose 'ISO'
3. Move the mouse horizontally backwards to 'Character Coding' again.
4. Move the mouse vertically to 'Translate'

to reproduce again and again:
5. Now move the mouse between the two options 'Translate' and 'Character Coding'

Actual Results:  The menu highlighting goes intom some kind of loop and hangs 
the menu for a moment, while highlighting 'Translate' and 'Character Coding' [as 
it seems] randomly. 

Expected Results:  No weird menu behavior.

This same behaviour can be achieved in a lot of places where the menus  have 
submenus like this (like the bookmarks menus)
