378441 - Need to increase max connections to irc.m.o from Sun's SOCKS proxy server

The Sun folks who work on calendar are getting "Too many connections from this IP address" when accessing irc.m.o from their desktops.  They all go through a proxy server: 192.18.197.5

Increasing the max connections from that IP by 25 will likely fix things for them.

Note that this is _NOT_ a duplicate of bug 378365.
