The download page looks quite complex.
SeaMonkey should (as its philosophy) have all languages in its install-package or should be able to relode them from the web.

Hmm, having all languages in the install package would dramatically increase its size so that is not going to happen. I also don't see how the download webpage would be simpler if the installer would load languages, after all one has to choose a language for the installer itself first. Also, as far as I know only Windows has an installer package, so this will not simplify the webpage for the other platforms.
The plan for SeaMonkey is actually to provide packages in many languages, as is done for Firefox and Thunderbird (bug 286110).
If you have more ideas about how to actually make this work, I think you should post in the mozilla.dev.apps.seamonkey newsgroup/mailinglist, see <http://www.seamonkey-project.org/community>. For now I'm resolving this as incomplete. Once you have more details, you can reopen this bug.
