I never click on the Eudora toolbar, instead using the FKeys. FKeys for toolbar buttons should be available in Thunderbird/Penelope (bonus points if you allow FKeys to be used for Tbird's generic non-Penelope toolbar).
It's important to have an option for labeling the buttons with their corresponding FKeys, so this can be turned on until familiar, and turned off when it's muscle memory to save space.
Grouping buttons by arbitrary numbers is nice, but not necessary -- users can add manual dividers already.

FKeys do nothing in Thunderbird, as far as I can determine
Expected Results:
F1 should trigger the left-most (top, when the toolbar can be reoriented) button; F2 should trigger the second, etc. (skipping dividers).
