The tools menu is not there on opening the mozilla browser.

Reproducible: Always

Steps to Reproduce:
1.Open the mozilla browser
2.Check for tools menu
3.Tools menu is not present
Actual Results:  
It is not appearing.

Expected Results:  
It should appear.

I can assure you it is there tested with a new profile and a new clean installation. Have you tried:

- Firefox's safe-mode to exclude extension/theme problems
- a new profile
- a reinstall in a new empty folder?
