Mail pref spec: http://gooey/client/5.0/specs/mail/Prefs/Preferences.html#AB

According to the 04/27/00 revision of the mail prefs spec, there is a new Email
Address Collection section which should be added to the Address Books pref panel
(formerly known as the Addressing panel).

Please add the email address collection section complete with:
1. Section heading "Email Address collection and section outliner
2. Descriptive text for the feature at beginning of section
3. Main/overall pref checkbox to enable collection (default ON)
4. Descriptive label and two checkbox options to specify incoming and/or
outgoing messages as source for collection
5. Descriptive text and editable list box for domains to be excluded from
address collection. This has a related delete (from list) pushbutton.

Standard disclaimer: check pref before implementing for up-to-date revisions.

I have a fix for #4. 1-3 are already done. 5 is the only one left and I don't
think I'll get to that.
removing [nsbeta2+][5/16] for reevaluation. I have fixes to put the incoming
and outgoing prefs back in. After beta1 we got some feedback that people didn't
want us to use the mesages they viewed but only the messages they sent for
address collection. What I've done will do this. Anyway, I have fixes in my
tree and they appear to be pretty risk free to me.

marking this as fixed. I've created 42587 to represent the left over work for
domains.
