We should use small controls for HTML checkboxes and radio buttons. Platforms that don't want to distinguish between large and small (currently Windows and GTK) can just have them be exactly the same.
Changes forms.css to use small controls for HTML content and implements the small controls for Windows and GTK. They are already implemented on Mac OS X.

I tried this on GTK2 and it WFM.
