It should say that the file is malformed lest developers stare blankly at their targetApplications trying to figure out what's wrong.

Attached is an extension with a malformed install.rdf. It's missing a closing Description tag.
Severity: normal → minor

Justin: Did this error message change, i.e., is the new dev cp distinguishing between a valid but incomplete rdf file as opposed to a malformed one?
I don't think the error message was fixed, but I haven't tested it.
The new validation tool also checks for the validity of install.rdf.
