Based upon the discussions that occurred in bug 315277, this is an attempt to convert Firefox's preference setting/getting over to using Fuel. An original attempt was made in bug 315277 by Mike Connor, but that has since been depreciated. Our final attempt will be similar to his (reducing the complexity of existing function calls).

This is one of the goals of the Fuel project and will hopefully be complete in time for 3.0a6.
I wonder, what is the plan for the code that uses nsIFile and nsILocalizedString complex preferences? Fuel doesn't support these and I don't see a way to make it support them.

Also I filed bug 380363 about the PreferenceBranch.events API. In case anything gets changed there, it will affect the few callers in browser/ that use pref observers.
