1.) Start with a clean install of Netscape 6, build 2000050215.
2.) Open Security Manager, and click on Applications, and Messenger.
What is expected: That the three prefs would be off by default.
What happens: The three prefs are on, and are written to prefs.js.

Setting to M18. The prefs are ignored by Messenger in Netscape 6.
