The build should fail when allmakefiles.sh has nonexistent files in it. This means that:

 * people won't forget to remove makefiles from allmakefiles.sh, which will mean that we won't keep introducing warnings into the build and having others have to clean them up

 * people who don't have the source corresponding to their build options will get an error early in the build process

We can do this in acoutput-fast.pl -- we should turn the first two warnings into errors, and also check files before pushing them onto @unhandled.
allmakefiles.sh was removed in bug 784841.
