crowder vouched in comment #0. brendan's SR in comment #1 isn't needed, as the CVS access policy states that JavaScript is exempt from the SR requirement. So, if brendan's SR is counted as a voucher, that should be enough.

Yes, but since CVS access control as done by our commitinfo/despot junk cannot prevent someone with access to the restricted js/src partition from committing to any unrestricted partition, we have been going thru the "three-SRs" motions, although not (in this case) with the "at most two employed by the same company" restriction.

And mitchell has the project of reforming CVS access to be less coupled to SR -- this kind of goes away with Mercurial and the like, but any policy for CVS can be adapted to hg.mozilla.org for Mozilla 2 and beyond.
