I've checked in some code to enable tooltips in navigator. Unfortunately there's a really, /really/ annoying assertion that just repeats over and over and over... (see summary). You don't get this assert if the first thing you do when navigator comes up is to mouse over something with a tooltip (e.g. reload button). the tooltip is attached to the <window> tag, with tooltip="aTooltip". Applying the tooltip popup to other elements like toolbox or box did not help.
if it's really annoying, why did you check it in!?!?!? grrrr. now i'm going to get 500 bugs on it. *grumble* i'll play around with it, i have yet to see this assert, nor has kathy. maybe it's a win32 problem for some reason.

ok, this is happening because the tooltip is looking for a xul document, but the mouse is over html content and finding an html document. i'll look into this. the temp fix is to not put a tooltip for an html document. cc'ing hyatt

fixed. we look for the document using the node on which the popup listener is registered, not the event target. that way we always get a xul document.
