Refer to bug 18575, which describes this bug but is really old (2001) and is for the Mozilla suite, and not Firefox.

Reproducible: Always

Steps to Reproduce:
1. Enter Preferences
2. Try to use the keyboard to set preferences.

Actual Results:
Tab and other keyboard actions do not work.

Expected Results:
Should be able to tab to each preference and set it.

I searched for this bug. The only one I could find was 18575, but that was for the Mozilla suite, not Firefox.

Sorry, been super-busy with work lately.

Tried this with Mac OS X Snow Leopard 10.6.5 Firefox 3.6.12 and a freshly created profile according to your instructions and I still can't get the keyboard shortcuts to work with the preferences screen.
Which keyboard shortcuts? Or all of them?

When I open the preferences screen I can't use the keyboard to navigate anywhere. I absolutely need to use the mouse to interact with all keyboard preferences. Again, this is a Mac-only issue as I was able to do this with Ubuntu and Windows when I filed this bug. Hitting tab only cycles through a couple of preferences. If I click on one of the tabs (ex General) I can then use the arrow keys to Tabs, Content, Applications, etc, however, there's no way I can see to use a keyboard shortcut to select this (I tried Command-1, Command-2, Command-F1, Command-F2).

I'm wondering if this is a limitation of Carbon or Cocoa (not sure which Firefox uses nowadays), that Windows and Ubuntu GUI toolkits don't have.
