It's more logical for the "Edit Mode Toolbar" item to be under the "Toolbars"
submenu to ensure consistency with the rest of the browser. It seems silly as
a standalone item on the View menu, where it is now.

move to editor
I think it's silly to have the toolbars in a hierarchical menu at all. How about
if we move them all out with "Edit Mode Toolbar"?

That was an experiment and I've already decided to go back to putting it under
toobars. Fix is in my tree and will go in today.
I talked to Simon about the submenu issue - he thinks consistency with other
modules is important.
