navigation toolbar and personal toolbar won't come back after minimization

Details
This bug is for 5-6-00 nightly build. After minizing the navigator toolbar and
personal toolbar by clicking the downward arrow to the left, these two toolbars
cannot be brought back by going to view->toolbars->navigator toolbar/personal
toolbar.

Restart the browser won't help.

This is actually slightly different from 35181 (this deals with the menu items
not bringing the toolbars back), but I think it's basically the same problem
(in any acse, this isn't XPMenus)
