tick: allow antivirus to scan individual messages

Win XP SP2
Symantec Antivirus corp 10.1.6.6000, scan engine 71.2.0.12
Timewarner 15mbs/3mbs cable

Downloading a dozen simple HTML messages with zero attachments is tortuously slow. Disabling the antivirus product removes the horrific delay. This problem is unique to the 'upgrade' to 2.x.

This was not an issue in 1.5.x
