both suite and firefox could use a "Cookie Manager" component. we have such components for download manager, form manager, password manager etc. already, so there's certainly precedence.
The download manager and password manager components include back-end components, whereas the cookie manager is just a piece of the prefs UI that speaks to the cookie back-end, for which we already have a component (Core::Networking: Cookies). I'm not sure I see the need for an entire component about Cookie Manager bugs. Can't you just use Firefox::Preferences?
we could use Seamonkey::XP apps: GUI design and Firefox::Preferences, but they are pretty general. i don't really mind either way...
