Details
Steps to reproduce: 1. Open up the Bookmarks Manager where your bookmarks have at least two levels in the folder hierarchy (e.g. Bookmarks > Bookmarks Toolbar > Subfolder) 2. Select the "Bookmarks" in the left pane and click "New Separator." A separator is added to the bottom of the Bookmarks folder. 3. Make sure "Bookmarks Toolbar" is collapsed in the left pane, select it, and click "New Separator." The contents of "Bookmarks Toolbar" are displayed in the content pane, but the separator is added below "Bookmarks Toolbar" inside the "Bookmarks" folder. 4. Expand "Bookmarks Toolbar," keeping it selected in the left pane (with the contents still displayed in the content pane), and click "New Separator." The separator is added to the bottom of "Bookmarks Toolbar," like the user expects it to. Expected results: Even when the folder itself is collapsed in the left pane, when the collapsed folder in the left pane has focus, new elements (bookmarks, folders, and separators are all affected by this bug) should be added to the bottom of the displayed folder, rather than its parent.

note, with the fix to bug #383681, you can't reproduce this with separators but you can still reproduce it with "new folder".

Also see bug 367842, this happens in sidebar too (for new separator, new folder and new bookmark)
