contains the current description - I can't fill this in here, it's a recursive problem. But basically the bug description is the following:
I'm tired of being told that I reused the bug form. I'd appreciate it if Bugzilla showed me how I used it so that I can decide if I want to submit the new bug.

Oddly, it's now telling me that I used it to file bug 385023.
When I first got this, it was complaining about Bug 385021 provide a way for users/groups to disable password ticket generation
