This patch improves the error reporting for the breakpad client.

a) it adds a simple "app crashed and sorry we can't report it" message
b) it puts the error detail messages in the ini for eventual translation
c) it degrades decently if messages are shown before they have a chance to be rewritten to be vendor-specific (and it moves that rewriting a bit earlier).
