the report i'm using is:
z: product
x/y: version/target_milestone

which x/y's are available varies according to z. except if you're bugzilla in which case you show all x and all y possibilities for each z, which makes no sense.

in csv, it's ok to be this silly (because you have no choice), but otherwise this shouldn't be done.
