Steps to reproduce:
1. Load Firefox with a new profile with "Work Offline" checked.
2. Uncheck Edit → Preferences (Tools → Options) → Content → Load images automatically.
3. Uncheck File → Work Offline.
4. Load a URL where a favicon would load (see bug 253238).
5. Open History sidebar and uncollapse "Today".
6. Bookmark the page.

Actual results:
The site icon never appears on the tabstrip.
After step 5(4), the icon can be seen in history sidebar in 1.9 builds.
After step 6, the icon can be seen in bookmarks.

Expected results:
If an icon is downloaded, present in cache, and is displayed somewhere, it should be displayed everywhere unless that's disabled.

Seems to work for me with Mozilla/5.0 (X11; U; Linux i686 (x86_64); en-US; rv:1.9a9pre) Gecko/2007102304 Minefield/3.0a9pre.
