The up and down arrows don't scroll a line at a time.  They scroll the equivalant of page up and down.

Reproducible: Always

Steps to Reproduce:
1. Just open the browser
2. Go to a page of text that requires scrolling to read to the end
3. Try using the down arrow... brings you to bottom of the page then use up arrow and it takes you to the top of the page.
Actual Results:  
 Go to a page of text that requires scrolling to read to the end.  Try using the down arrow... brings you to bottom of the page then use up arrow and it takes you to the top of the page.

Expected Results:  
It should scroll down, then back up a line at a time.

WFMish on Mac trunk.  Down arrow doesn't scroll a whole page.  It scrolls two or three lines, which IMO is better than scrolling one line.

WFM also on windows. if you have a specific example, please cite an example that fails.
