Steps to reproduce:

1. log in your mail account
2.Clicked Edit->Mail/News Account Settings via menu task bar.

result: crashed and I was able to reproduce it.

I do not see that problem on my Mac 8.6. 
I am able to create new accounts for POP and IMAP too.

I'm using Mac 9.04 and have been accessing the Edit|Mail/News Account Settings 
dialog multiple times, throughout the day without a crash. Windows and Linux 
appear ok also.

kinda looks like you're running out of memory or your prefs are somehow
corrupt...not sure.
I've never seen it crash here. can you try with a fresh profile?
