387320 - Some [popup] windows too big

Some auxiliary windows has sizes bigger than available desktop surface. It's not happen on the modern displays, but when working surface is limited by Magnifier:
- long bookmark folders open to whole screen height and overlapped the Magnifier area;  
- option dialog open with caption and tabs behind Magnifier area, this (at least) dialog too tall for this case, but it does not provide scroll bar or something else.

Reproducible: Always

Steps to Reproduce:
1. Create folder in the bookmark menu.
2. Fill it to scroll. 
3. Turn on Magnifier (Start->Programs->Accessories->Accessibility). 
4. Try to navigate on folder above.

I think this is a dupe of bug 379402.

Magnifier is not necessary to reproduce the problem.
