Steps to Reproduce:
1.Setup bugzilla 3.0 on Fedora Core 5.
2.Create new bug on bugzilla.
3.Edit bug.
4.Select "Reassign bug to xxxx@xxxxx".
5.Enter Commit.
6.Show DBD::mysql::db do failed: Illegal mix of collations (utf8_general_ci,COERCIBLE) and (latin1_swedish_ci,IMPLICIT) for operation 'case' at /var/www/html/bugzilla/process_bug.cgi line 1689
