Since bug 279703 you first need to click somewhere in the page before the tooltip appears. I don't see this on another page with tooltips that I tried. 
Looks like a kind of deterioration of bug 306669.
Sorry, exact steps to reproduce for it doesn't happen always:

- start your browser
- paste in de locationbar https://bugzilla.mozilla.org/show_bug.cgi?id=279703 and hit enter
- wait 10 seconds to avoid bug 306669
- then hover over a bug number in the "Depends on" field

Result: no tooltip as long as you don't click in the page.
Why is this no the same as bug 306669?
