In ActiveState Build 819 and higher, it's not necessary to do "ppm repo up", and in fact the command fails. This confuses people on the support list.

So we have to find out how to discover what Build we're running.
i'd like to add that on win64 there is no GUI for ppm, so there's no workaround.
