Won't open new browser window via file menu if you've just minimized all other FF windows to the dock

If you minimize all open FF windows to the Dock and then go to File->New Window nothing will happen.
If you use Apple+N instead, it works.
If you minimize your open windows and then go to Firefox setting or any other FF component that has its own new window, close it and then try to make a new window via File->New Window it works.
Reproducible: Always
Steps to Reproduce:
1. Minimize all open Windows to the Dock
2. Click File->New Window
3. Be confused
Actual Results:
Nothing will happen
Expected Results:
New browser window appears
The Number of open windows has no effect, as long it is greater than zero.
Happens on Mac OS 10.4.10 (Intel)
