As per the ADD-005d requirement for Firefox 3
<http://wiki.mozilla.org/Firefox3/Product_Requirements_Document#P3>, a "Downloads Add-ons" button is needed for the Downloads section of the Firefox Preferences window (the Main section).

No, don't clutter the UI with buttons. There are already 5 buttons in the Main pane of the the prefwindow. With that reasoning, you could add buttons in the Tabs pane (for tab-specifix extensions), Content (Adblock, NoScript), or Privacy (cookie management extensions).

The Add-ons manager has a link to a.m.o, that ought to be sufficient.

This bug is not a WONTFIX. The link in the Add-ons manager isn't discoverable, especially for someone who's looking in the preferences for a certain type of functionality and can't find it. The goal is to make it easier for that user to find their desired functionality by jumping them to AMO.

We might not fix it the way that Ehsan is proposing, but "making it easier for people to figure out how to find download related add-ons" is definitely in play.

I don't think I'll be able to handle this bug and its dependencies in a timely
fashion...
