390223 - Bugzilla: Make Tamarin a top-level component

Tamarin should become a top-level component in bugzilla.  Tamarin is currently a component of Core, but it has its own repository and maintainers.   

Description of Tamarin: 

  Tamarin: Next-generation JavaScript 2 virtual machine ("more info" link to http://www.mozilla.org/projects/tamarin/ )

Components of Tamarin are:

Virtual Machine
Garbage Collector (mmGC)
Self-hosting compiler (ESC)

we'll create watchable accounts, how do these sound:

These names sound fine. Good point about [e-mail] being less recognizable, but Tamarin may also have C++-based compiler in addition to the self-hosted compiler.  I think esc@t.b is fine.

Once you have moved all the Core :: Tamarin bugs to the new components, please file a new bug to have that component deleted. Also, you may wish to have versions and target milestones for Tamarin, so please file a bug for those if you want them.
