You can select a blank page 'when Firefox starts', but that isn't used when you press the home button, only when the really start. That's the default page. The other field (homepage) is NOT the default field. It's the url that is shown when you press the home button. It's possible to open up a blank page, just use the following url : about:blank . But I can't understand why you want to do that, it would only clear the contents of the current window or tab.
setting the home to about:blank works fine, there is not any bug here
