When I quit with a tab that is not on the latest entry in the history list. When I start firefox back up again, that tab will be on the latest entry.

It should startup with the same pages as when I quit.

WORKSFORME. Please try to reproduce this behavior in safe-mode and on a clean profile to rule out the possibility that this happens due to a defective extension.

If it still happens under those conditions, please upload the file sessionstore.js from your profile at the point where Firefox was shut down (and where it would exhibit the same faulty behavior again when you'd start Firefox anew).
