This got rubber-stamped by dbaron over IRC before approval was necessary, so this bug exists purely as a place to get that approval. The removed #define was set if DEBUG and undef'd if not, so it was useless. The assertions are debug-only changes, good for catching inadvertent stupidity. Should be low-risk...
