39068 - DISABLE_MAILNEWS breaks ProfileManager build

In M15 DISABLE_MAILNEWS and then build_all fails as follows

C:\mozilla\profile\src\nsProfile.cpp(59) : fatal error C1083: Cannot open includ
e file: 'nsIMsgAccountManager.h': No such file or directory

I think the only dependency is in setting up the email account and server
information in nsProfile::ProcessPREGInfo.

Is there any further dependency that means that from now on the only choice
about excluding Mail and News is in the Setup program?  Or can I hack
conditional code for a non-mailnews build?

I can see the fix now, the failed bugzilla searches i do before reporting are 
running at about 80/20.  Until the tip settles down or M16 happens and I can 
merge my own build safely I'm stuck with M15 and I've patched out in much the 
same way as originally done in 27948.
