L10n checkout got whacked when client.mk got pulled apart and merged into client.py.  We need to restore that functionality in client.py.

As per IRC, this bug is about two components:

- having a local working copy of just the localization-relevant files of en-US
- checking out the localizations, too

The first will surely depend on partial clones for hg. In theory, the status of that should probably be on http://www.selenic.com/mercurial/wiki/index.cgi/PartialCloningStatus, but that's an empty page right now.
