Firefox tries to update itself as an unprivileged user, gets stuck in a cannot apply update, please restart firefox and try again.

This is getting incredibly annoying applying the fix listed in http://kb.mozillazine.org/Updates_reported_when_running_newest_version to several accounts by the time I get back to this computer again.

Note on reprodcibility:
Happened on 2.0.0.2 to 2.0.0.3 (loop unjammed itself somehow)
Happened on 2.0.0.3 to 2.0.0.5 (rarely used account downloaded 2.0.0.3 and firefox was at 2.0.0.5 by the time anybody launched firefox again)
Happened on 2.0.0.5 to 2.0.0.6 (got two accounts this time)

Reproducible: Always

Steps to Reproduce:
1. Install firefox 2.0.0.5 (note old version) as Administrator
2. Switch to non-admin
3. go to Help/Check for Updates if you are unwilling to wait for update.
4. Restart firefox as prompted.
5. Get error message about unable to apply update.
6. Switch to admin
7. Help/Check for Updates & apply
8. Restart firefox as admin.
9. Switch to non-admin
10. Get error message again.
11. Exit and restart firefox.
12. Get error message again (arg!)
Actual Results:  
Every time restarting firefox, got error message about unable to update even though it was already at target version.

Expected Results:  
Either:
1. Do not attempt to update as a true non-administrator.
Or:
2. Destroy downloaded update if update version is same as target version

this is fixed on trunk, will be probably fixed in 2.0.0.7 see the dupe bug
