During today's NSS meeting it has been proposed to have NSS provide a new function, given a cert, for extracting the cert policies contained.

I guess a cert can carry multiple cert policies (?), so I conclude the function would have to return a list.

(Right now PSM can use local code to extract that information from a cert, see bug 374336, but we might eventually move that code into an NSS function.)
