After my computer got unplugged, I started it up and clicked on "Mozilla Firefox (Safe Mode)" in my Start Menu. Usually, it will ask me if I want to restore tabs from the previous session, and then gives me the safe mode dialog. Sometimes, it forgets to ask me, and doesn't restore the tabs at all.

Reproducible: Sometimes

Steps to Reproduce:
1. Have 2 or more tabs open in Firefox.
2. Unplug your computer.
3. Start Firefox in Safe Mode.
Actual Results:  
Firefox doesn't ask you if you want to restore tabs and starts up with one blank tab.

Expected Results:  
Firefox asks you if you want to restore tabs, and if the user clicks 'Restore Session', restores all the tabs from the last session.

I think I may have been using safe mode when Firefox crashed. That may produce different results.
Can reproduce this behavior WRT to safe-mode. Duping to the closest bug I could find WRT the computer being unplugged as reason for the crash.
