screen shot of the bug.
on my fresh build, win32, the menus aren't drawing. (File | Edit | etc) the
outline of the menu area is there, but the menu items aren't there. just
garbage.
this was right after shaver landed his css stuff. (not blaming him, but I said
I would pull and test.)

I saw this too. But it was happening before I checked in. Turns out my changes
completely fixes it though. So this is now fixed.
