Details
To give them the benefit of a whole lot of doubt, perhaps the new store site isn't properly transferring the country, which is why I'm filing a bug, rather than just quietly (or, loudly) suggesting that we look for a new business partner.
Steps to reproduce:
1. Place an order at store.mozilla.org, with a billing address in Brookings, OR 97415, and a separate shipping address also in Brookings, OR 97415
2. Receive an order confirmation, listing both addresses correctly.
3. The next day, receive

I do sincerely apologize for the delay that has occurred with receiving the International Shipping Quote. One will be processed shortly.
We would like to share with you that if you are placing your order from any country other than Canada or Mexico, you might want to browse our alternative site by clicking on "Other Regions" instead of "North and South America". This site is based in Europe and can ship products to you at a much less expensive rate.
Secondly, we wish to caution you about the high relative expense of shipping promotional products internationally. Often times freight, custom and duties can add up to a total that is significantly higher than the cost of the products you wish to purchase.
Please advise if you would like for us to cancel your current order. If you would like to keep the current order active, please respond with that information as well, and you will receive an international shipping quote within 48 hours.
If there is no response either way, your order will be canceled within 15 business days of today.

Expected results:
1. Don't act as though Oregon is not in the same country as Missouri.
2. Do include the address that you believe you are shipping to in the international shipping warning.
3. Don't tell our shared customers that the worthless crap we're selling them isn't worth the cost of shipping it, particularly in a message which does not include the amount, and thus gives them no basis for making a decision.

I resolved it because eventually the GatewayCDI employee who was on vacation when the redesign launched came back to work, answered my email, and shipped my order without charging me international shipping, and I can provide no more information about their internal practices which will in any way affect what mail they send, or how they process orders, and there's been ample time if anyone else had any interest in doing anything about it.
