[10.5] Opening a URL from an external application brings ALL Firefox windows to the front

Details
STR:
1. Open two Firefox windows.
2. Move window 1 to obscure an app like Adium or Mail. Move window 2 somewhere else.
3. Switch to the other application and open a URL.
Expected results:
Only window 2 is brought to front, leaving the other app visible.
Actual results:
Both windows 1 & 2 are brought to front.
I could only reproduce this on 10.5, and it looked like the other window wasn't coming to the front right away, but only after the page started loading? Pretty strange. Mozilla/5.0 (Macintosh; U; Intel Mac OS X; en-US; rv:1.9a8pre) Gecko/2007081804 Minefield/3.0a8pre
Might be an Apple bug. Wonder how this behaves on a newer seed? I'm on 9a466.

Sam, I think you have access to a newer seed than I do? Can you test this?

I definitely see this using Mozilla/5.0 (Macintosh; U; Intel Mac OS X; en-US; rv:1.9a8pre) Gecko/2007082304 Minefield/3.0a8pre on 10.5 Build 9A500n but not on 10.4.10 using the same Minefield build.

Before filing a bug with Apple, I want to see if I can reproduce this in a test app.
It's possible we're just doing something silly.

Safari on 10.5 does this too. Sam, can you confirm that Safari exhibits this "buggy" behavior on 10.5 for you as well?

I can't reproduce this anymore with the latest Minefield. Colin, do you see this?
