/chrome/user.css not found, browser does not start

In the latest nightly build for linux, the browser does not start. It appears that it it is looking for a .css file that does not exist. I even tried removing my profile and restarting mozilla. Mozilla does not create the file it needs. Here is a dump of the relevent section of startup output: Profile Manager : Profile Wizard and Manager activites : Begin Profile Manager : Command Line Options : Begin Profile Manager : Command Line Options : End ProfileManager : CreateNewProfile Profile Name: default Profile Dir: /home/steveo/.mozilla before SetProfileDir ProfileManager : CreateUserDirectories after SetProfileDir ProfileManager : GetProfileDir ProfileManager : GetProfileDir Profile Manager : Profile Wizard and Manager activites : End WEBSHELL+ = 1 WEBSHELL+ = 2 CSSLoaderImpl::LoadAgentSheet: Load of URL 'file:///home/steveo/.mozilla/default/chrome/user.css' failed. Error code: 16389 CSSLoaderImpl::DidLoadStyle: Load of URL 'chrome://global/locale/intl.css' failed. Error code: 16389 assuming d&d is off for Personal Toolbar WEBSHELL+ = 3 At which point nothing more happens. The directory chrome does not exist in my profile directory.

I don't even get that far- it dies immediately after the "Error Code: 16389" message. Or rather, it doesn't die, but no more progress is reported to the screen. Linux too.

though the title doesn't suggest it, this is really a dup of 39170 (see dan's comments there about the chrome restructuring). that bug really applies to all platforms, not just win32. *** This bug has been marked as a duplicate of 39170 ***
