menus for Privacy and Security dialogs persist when dialogs open

not sure is this belongs to morse, or XPmenus...reassign as needed. :-) see
this on linux and winNT, opt comm bits, 2000.05.15.08.
to repro, select any of the dialog items from Tasks > Privacy and Security > ...
eg, View Stored Passwords, View Stored Cookies, or View Stored Form Data.
result: the expanded menu doesn't go away when the dialog appears. in fact, it
only goes away once you dismiss the dialog.

I'm not seeing this on a tree that I pulled Sunday morning. So whatever is
causing it must have gotten checked in sometime Sunday.
In any event, it's not my bug. Reassigning to Pinkerton.
