In the proto event dialog, the toolbar button for privacy does nothing. The little menu next to it does show a menu. The rest of the button does not react to clicking, whille it does 'invite' me to click by the visual feedback I get.

This bug is about the general problem, while bug 362948 is a possible solution. Other solutions could be to remove the clickability or the give it some other nice function. marking as depending for now, but if the other bug gets wontfixed, this one needs a different solution

A desirable behavior is implemented by <toolbarbutton type="menu"> but that causes an appearance blemish (see bug 491218).
